Barrister Sheikh Fazle  Noor Taposh and Barrister Abul Kalam Azad were the petitioners' lawyers.&lt;br /&gt;&lt;br /&gt;When contacted, an SEC official said decision would be taken after receiving a copy of the HC's stay order.&lt;br /&gt;&lt;br /&gt;On  September 6, the SEC issued the directive saying that the stockbrokers  and merchant bankers will apply the margin call requirements based on  the companies' latest available NAV, calculated by the Dhaka Stock  Exchange (DSE).&lt;br /&gt;&lt;br /&gt;The directive also said netting or adjustment  facilities regarding buy or sell of non-marginable securities will  remain suspended until further order. Besides, such securities will not  be allowed to buy against pre-matured  sell proceeds of any marginable  securities.&lt;br /&gt;&lt;br /&gt;On September 21, the SEC issued another directive, giving a clarification in calculating the amount of margin loans.&lt;br /&gt;&lt;br /&gt;Before  issuing the directive on the NAV-based margin loan calculation, the SEC  sat twice with the leaders of the stock exchanges and merchant banks to  discuss about its implementation.&lt;br /&gt;&lt;br /&gt;At the meeting the merchant  bankers urged the SEC to reduce the amount of margin loans instead of  implementing the NAV-based margin loans calculation.&lt;br /&gt;&lt;br /&gt;But the  regulator stuck to its position and asked the lenders to offload stocks  by September 30 to adjust the loans previously provided to their  clients.&lt;br /&gt;&lt;br /&gt;By Shah Kabir, Stock Analyst over DSE/CSE/LSE/NYSE. এ সূচক  আগের দিনের চেয়ে ৬৭.৫৮ পয়েন্ট বেড়ে ৭০২৬.২৭ পয়েন্টে দাঁড়িয়েছে&lt;span&gt;।&lt;/span&gt; মার্জিন  ঋণের হিসাব পদ্ধতি নিয়ে সিকিউরিটিজ এ্যান্ড এক্সচেঞ্জ কমিশনের (এসইসি)  নির্দেশনার বিরুদ্ধে হাইকোর্টে রিটের খবরে সোমবার শেয়ারবাজারে অধিকাংশ  কোম্পানির শেয়ারের দর বেড়ে যায়&lt;span&gt;।&lt;/span&gt; মূলত এ কারণেই সাধারণ সূচক বেড়ে নতুন  রেকর্ড সৃষ্টি করে&lt;span&gt;।&lt;/span&gt; পাশাপাশি আগের দিনের তুলনায় প্রায় ৩৪৬ কোটি টাকা বেড়েছে  সামগ্রিক লেনদেন&lt;span&gt;।&lt;/span&gt;&lt;br /&gt;এদিকে স্বাভাবিক সংশোধন ছাড়াই শেয়ারবাজারের ধারাবাহিক উর্ধমুখী অবস্থানকে  বিনিয়োগকারীদের জন্য ঝুঁকিপূর্ণ বলে মনে করছেন বাজার বিশ্লেষকরা&lt;span&gt;।&lt;/span&gt;&lt;span&gt;।&lt;/span&gt; বিনিয়োগকারীদের বুঝে-শুনে লেনদেন করার পরামর্শ দিয়ে তাঁরা বলেন,  শেয়ারবাজারে সূচক বৃদ্ধি যেমন স্বাভাবিক, তেমনি যে কোন সময় তা সংশোধন হওয়াও  স্বাভাবিক&lt;span&gt;।&lt;/span&gt; ফলে বাজারের উর্ধমুখী অবস্থা দেখে প্রলুব্ধ হয়ে অতিরিক্ত দামে  শেয়ার কেনা উচিত নয়&lt;span&gt;।&lt;/span&gt; লোভ বা হুজুগের বশবর্তী হয়ে বিনিয়োগ না করে কোম্পানির  সার্বিক অবস্থা এবং দর ওঠা-নামার সাম্প্রতিক গতি-প্রকৃতি দেখে শেয়ার  লেনদেনের সিদ্ধানত্ম নেয়া উচিত&lt;span&gt;।&lt;/span&gt;&lt;br /&gt;চট্টগ্রাম স্টক এক্সচেঞ্জের (সিএসই) সাবেক প্রধান নির্বাহী কর্মকর্তা এবং  বর্তমানে এলায়েন্স ক্যাপিটাল এ্যাসেট ম্যানেজমেন্ট লিমিটেডের চেয়ারম্যান  ওয়ালি-উল-মারুফ মতিন জনকণ্ঠকে বলেন, স্বাভাবিক সংশোধন ছাড়াই শেয়ারবাজারের  উর্ধমুখী প্রবণতার কারণে সাধারণ বিনিয়োগকারীদের ভবিষ্যত নিয়ে এক রকম শঙ্কা  তৈরি করছে&lt;span&gt;।&lt;/span&gt; বাজারে উলেস্নখযোগ্যসংখ্যক শেয়ারের দর অতি মূল্যায়িত&lt;span&gt;।&lt;/span&gt; শেয়ারের  মূল্য ও আয়ের (পিই) অনুপাত অনেক বেড়ে গেছে&lt;span&gt;।&lt;/span&gt;&lt;br /&gt;তিনি বলেন, বাজার নিয়ন্ত্রণে এসইসি ঋণ সঙ্কোচনসহ নানা পদৰেপ নিলেও তার কোন  প্রভাব লক্ষ করা যাচ্ছে না&lt;span&gt;।&lt;/span&gt; তার ওপর মার্জিন ঋণ সংক্রান্ত নির্দেশনাটি উচ্চ  আদালতে স্থগিত হয়ে যাওয়ায় কমিশন এখন অনেকটাই নিষ্কিয় হয়ে পড়বে&lt;span&gt;।&lt;/span&gt; এ অবস্থায়  তিনি শেয়ার লেনদেনের ৰেত্রে বিনিয়োগকারীদের অতিরিক্ত সতর্কতা অবলম্বনের  পরামর্শ দিয়েছেন&lt;span&gt;।&lt;/span&gt;&lt;br /&gt;এদিকে ডিএসই'তে সোমবার মোট ১০ কোটি ৪৮ লাখ ৩১ হাজার ৮২৬টি শেয়ার,  মিউচ্যুয়াল ফান্ড ইউনিট এবং কর্পোরেট বন্ড লেনদেন হয়েছে, যার আর্থিক মূল্য ২  হাজার ২৫৬ কোটি ৯৭ লাখ ৬৭ হাজার টাকা&lt;span&gt;।&lt;/span&gt; সারা দিনে লেনদেন হওয়া ২৫৩টি  প্রতিষ্ঠানের মধ্যে ১৫৭টিরই দর বেড়েছে&lt;span&gt;।&lt;/span&gt; এর বিপরীতে কমেছে ৯২টির এবং শেয়ারের  দর অপরিবর্তিত ছিল ৪টি প্রতিষ্ঠানের&lt;span&gt;।&lt;/span&gt;&lt;br /&gt;খাতভিত্তিক বিশ্লেষণে দেখা গেছে, উর্ধমুখী বাজারেও ব্যাংকিং খাতের ১৪টি  প্রতিষ্ঠানের মূল্য সংশোধন হয়েছে&lt;span&gt;।&lt;/span&gt; এ খাতের ৩০টি কোম্পানির মধ্যে বাকি ১৬টি  প্রতিষ্ঠানের দর বেড়েছে এবং অপরিবর্তিত রয়েছে ১টির&lt;span&gt;।&lt;/span&gt; অন্যদিকে আর্থিক  প্রতিষ্ঠানগুলোর দর বৃদ্ধির ধারা অব্যাহত রয়েছে&lt;span&gt;।&lt;/span&gt; এ খাতের ২১টি প্রতিষ্ঠানের  মধ্যে ১৪টির দর বেড়েছে, ৭টির কমেছে&lt;span&gt;।&lt;/span&gt; ৪৪টি বীমা কোম্পানির মধ্যে ৪০টিরই দর  বেড়েছে&lt;span&gt;।&lt;/span&gt; এছাড়া সিমেন্ট, সিরামিক, বিদু্যত ও জ্বালানি, তথ্য-প্রযুক্তি  ট্যানারি শিল্প এবং বস্ত্র খাতের অধিকাংশ কোম্পানির দর বেড়েছে&lt;span&gt;।&lt;/span&gt; Email: s.anaym@yahoo.com&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="blogger-post-footer"&gt;&lt;img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/1178755024068898450-9210349977124623004?l=stockdselse.blogspot.com' alt='' /&gt;&lt;/div&gt;</content><link rel='replies' type='application/atom+xml' href='http://stockdselse.blogspot.com/feeds/9210349977124623004/comments/default' title='Post Comments'/><link rel='replies' type='text/html' href='http://www.blogger.com/comment.g?blogID=1178755024068898450&amp;postID=9210349977124623004' title='0 Comments'/><link rel='edit' type='application/atom+xml' href='http://www.blogger.com/feeds/1178755024068898450/posts/default/9210349977124623004'/><link rel='self' type='application/atom+xml' href='http://www.blogger.com/feeds/1178755024068898450/posts/default/9210349977124623004'/><link rel='alternate' type='text/html' href='http://stockdselse.blogspot.com/2010/09/blog-post.html' title='হাইকোর্টে রিটের খবরে বেড়ে যায় অধিকাংশ কোম্পানির শেয়ারের দর'/><author><name>Learn Stock DSE/LSE/NYSE</name><uri>http://www.blogger.com/profile/03417034253815720325</uri><email>noreply@blogger.com</email><gd:image rel='http://schemas.google.com/g/2005#thumbnail' width='16' height='16' src='http://img2.blogblog.com/img/b16-rounded.gif'/></author><thr:total>0</thr:total></entry><entry><id>tag:blogger.com,1999:blog-1178755024068898450.post-2422763908225097472</id><published>2010-08-24T13:47:00.000-07:00</published><updated>2010-08-24T13:49:50.850-07:00</updated><category scheme='http://www.blogger.com/atom/ns#' term='Mosiura Hawor'/><title type='text'>আবার দুই কোম্পানির লেনদেন স্থগিত হলো, ইস্টার্ন হাউজিং লিমিটেড ও ফাইন ফুডস লিমিটেড</title><content type='html'>&lt;div style="text-align: justify;"&gt;&lt;span style="font-size:130%;"&gt;অস্বাভাবিকভাবে দাম বাড়ার অভিযোগে পুঁজিবাজারে তালিকাভুক্ত দুই কোম্পানির শেয়ার লেনদেন স্থগিত করা হয়েছে। কোম্পানি দুটি হলো ইস্টার্ন হাউজিং লিমিটেড ও ফাইন ফুডস লিমিটেড।&lt;br /&gt;ঢাকা স্টক এক্সচেঞ্জ (ডিএসই) কর্তৃপক্ষ গতকাল মঙ্গলবার লেনদেন চলাকালীন কোম্পানি দুটির লেনদেন স্থগিত করে।&lt;br /&gt;এক সংবাদ বিজ্ঞপ্তিতে ডিএসই জানিয়েছে, কোম্পানি দুটির দাম বাড়ার কারণ তদন্ত করে দেখা হচ্ছে। তদন্তের ফলাফল হাতে না পাওয়া পর্যন্ত লেনদেন বন্ধ থাকবে।&lt;br /&gt;ডিএসইর এক বিজ্ঞপ্তিতে বলা হয়, ইস্টার্ন হাউজিংয়ের শেয়ারের অস্বাভাবিক দাম বাড়ার কারণ জানতে কোম্পানির কাছে চিঠি দিয়েছিল। এর জবাবে কোম্পানির পক্ষ থেকে জানানো হয়, দাম বাড়ার মতো কোনো মূল্য সংবেদনশীল তথ্য তাদের কাছে নেই। এরপরও দাম বাড়ায় গত সোমবার বেলা ১১টা ১২ মিনিটের সময় কোম্পানিটির শেয়ার লেনদেন ১৫ মিনিটের জন্য বন্ধ করে রাখা হয়। সাধারণ বিনিয়োগকারীদের সতর্ক করার জন্যই এ সিদ্ধান্ত নেওয়া হয়েছিল। তারপরও কোম্পানির শেয়ারের দাম বাড়ায় বিনিয়োগকারীদের মঙ্গলের কথা মাথা রেখেই ইস্টার্ন হাউজিংয়ের শেয়ার লেনদেন গতকাল বেলা ১১টা ১৭ মিনিট থেকে আবারও বন্ধ রাখার সিদ্ধান্ত নেওয়া হয়েছে।&lt;br /&gt;প্রায় একই রকম সিদ্ধান্ত নেওয়া হয়েছে ফাইন ফুডসের ক্ষেত্রে। এ কোম্পানিটির পক্ষ থেকেও দাম বাড়ার পেছনে কোনো অপ্রকাশিত মূল্য সংবেদনশীল তথ্য না থাকার কথা জানানো হয় ডিএসইকে। তারপরও শেয়ারটির দাম বাড়ছে। এ কারণে গতকাল বেলা ১১টা ৪৯ মিনিট থেকে ১৫ মিনিটের জন্য শেয়ার লেনদেন বন্ধ রাখা হয়। এরপরও দাম বাড়তে থাকলে দুপুর ১২টা ২৮ মিনিটে ফাইন ফুডসের শেয়ার লেনদেন আবারও স্থগিত করার সিদ্ধান্ত নেয় ডিএসই।&lt;br /&gt;প্রায় এক মাস ধরে কোম্পানি দুটির শেয়ারের দাম টানা বেড়ে চলেছে। এর মধ্যে গত এক মাসে ইস্টার্ন হাউজিংয়ের শেয়ারের দাম বেড়েছে ৭২০ টাকা বা ১০৩ শতাংশ।&lt;br /&gt;পুঁজিবাজার নিয়ন্ত্রক সংস্থা সিকিউরিটিজ অ্যান্ড এক্সচেঞ্জ কমিশন (এসইসি) অবশ্য ইতিমধ্যেই ইস্টার্ন হাউজিংয়ের শেয়ারের দাম বাড়ার কারণ তদন্তের নির্দেশ দিয়েছে ডিএসইকে। একই সঙ্গে ৩১ আগস্টের মধ্যে তদন্ত সম্পন্ন করে এসইসির কাছে প্রতিবেদন জমা দিতে বলা হয়।&lt;br /&gt;অন্যদিকে গত এক মাসে ফাইন ফুডসের শেয়ারের দাম ৫৫ থেকে বেড়ে ৯০ টাকা হয়েছে। এ সময় শেয়ারটির দাম বেড়েছে ৬৪ শতাংশের মতো। গতকাল লেনদেন শুরুর কিছু সময়ের মধ্যে শেয়ারটির দাম ছয় টাকা বেড়ে যায়।&lt;br /&gt;ডিএসইর পরিসংখ্যানে দেখা যায়, গত ১০ বছরে ইস্টার্ন হাউজিংয়ের শেয়ারের বিপরীতে সর্বোচ্চ আয় (ইপিএস) ছিল গত বছর, যার পরিমাণ মাত্র ১৮ টাকা। আর কোম্পানিটি এ যাবৎকালে সর্বোচ্চ ১৫ শতাংশ হারে লভ্যাংশ দিয়েছে।&lt;br /&gt;আর ১০ বছরে ফাইন ফুডস লভ্যাংশ দিয়েছে মাত্র চারবার। গত বছর কোম্পানিটি ১৫ শতাংশ হারে বোনাস দিয়েছে। বেশ কিছুদিন ধরে এ কোম্পানিটির শেয়ারের দাম বাড়ার বিষয়ে বাজারে নানা গুজব শোনা যাচ্ছে। তবে কোম্পানির পক্ষ থেকে এখন পর্যন্ত আনুষ্ঠানিকভাবে কিছুই জানানো হয়নি।&lt;br /&gt;&lt;br /&gt;Shah Kabir, Financial Stock Analyst, DSE/ CSE/ LSE/ NYSE. বাজারকে ঝুঁকিমুক্ত রাখার লক্ষ্যে অতিরিক্ত তারল্যপ্রবাহ কমাতেই এ কঠোরতা বলে জানিয়েছে সংস্থাটি।&lt;br /&gt;এসইসি বলছে, সাম্প্রতিক সময়ে দেশের শেয়ারবাজারে নগদ অর্থের প্রবাহ আগের যেকোনো সময়ের চেয়ে বেড়েছে। এর সঙ্গে মার্চেন্ট ব্যাংক ও ব্রোকারেজ হাউসগুলোর দেওয়া ঋণসুবিধা যুক্ত হওয়ায় তারল্যপ্রবাহ দ্বিগুণ হারে বাড়ছে। কিন্তু সেই অনুযায়ী শেয়ারের সরবরাহ না বাড়ায় তালিকাভুক্ত বিদ্যমান শেয়ারের দাম অস্বাভাবিকভাবে বেড়ে যাচ্ছে। ফলে বাজার দিনে দিনে ঝুঁকিপূর্ণ হয়ে উঠছে। এ কারণেই তারল্যপ্রবাহ কমাতে ঋণ বিতরণ ও ব্যবস্থাপনায় ২০০৬ সালের বিধান পরিপালনে কড়াকড়ি আরোপের সিদ্ধান্ত নেওয়া হয়েছে।&lt;br /&gt;এ বিধানে মার্চেন্ট ব্যাংক ও ব্রোকারেজ হাউসগুলোকে তাদের গ্রাহকদের ঋণ দিতে গেলে নির্দিষ্ট সূত্র অনুসরণ করার কথা বলা হয়েছে। এ সূত্র অনুযায়ী, গ্রাহকদের শেয়ারের বাজারমূল্যের সঙ্গে সংশ্লিষ্ট কোম্পানির প্রকৃত সম্পদমূল্য (এনএভি) যোগ করে দুই দিয়ে ভাগ করে যে ফল পাওয়া যাবে, সেই অনুপাতে ঋণ দিতে হবে। অর্থাৎ, কোনো শেয়ারের বাজারমূল্য এক হাজার টাকা ও এনএভি ৪০০ টাকা হলে শেয়ারটির ভিত্তিমূল্য ধরা হবে ৭০০ টাকা। এই ভিত্তিমূল্যের সমানুপাতিক হারে গ্রাহক ঋণসুবিধা পাবেন। কিন্তু বর্তমানে বাজারমূল্যের সমানুপাতিক হারেই ঋণ পাওয়া যায়। তার মানে নতুন নিয়মে গ্রাহক ৩০০ টাকা কম ঋণ পাবেন।&lt;br /&gt;এসইসি বলছে, আগামী ৩০ সেপ্টেম্বরের মধ্যে ঋণদাতা সব প্রতিষ্ঠানকে ঋণ বিতরণ ও ব্যবস্থাপনা উভয় ক্ষেত্রেই এ সূত্র পরিপূর্ণভাবে মেনে চলতে হবে। অর্থাৎ নতুন নিয়ম অনুযায়ী কোনো গ্রাহকের ঋণসীমা অতিক্রম করলে তা উল্লিখিত সময়ের মধ্যে সমন্বয় করতে হবে।&lt;br /&gt;এসইসির বাজার পর্যালোচনা কমিটির সভায় গতকাল মঙ্গলবার এসব সিদ্ধান্ত নেওয়া হয়। একই সঙ্গে বাজারের সার্বিক পরিস্থিতি নিয়ে ঢাকা স্টক এক্সচেঞ্জ (ডিএসই), চট্টগ্রাম স্টক এক্সচেঞ্জ (সিএসই) এবং বাংলাদেশ মার্চেন্ট ব্যাংকার্স অ্যাসোসিয়েশনের সঙ্গে আগামী রোববার আলোচনা করার সিদ্ধান্ত নিয়েছে এসইসি।&lt;br /&gt;বৈঠক শেষে এসইসির নির্বাহী পরিচালক ও মুখপাত্র আনোয়ারুল কবীর ভূঁইয়া বলেন, ‘বাজারের বর্তমান অবস্থা নিয়ে এসইসি খুবই উদ্বিগ্ন। এ কারণে বিনিয়োগকারীদের স্বার্থ রক্ষায় ঋণ ব্যবস্থাপনা ও বিতরণের ক্ষেত্রে আইন প্রয়োগের কঠোর অবস্থানের সিদ্ধান্ত নেওয়া হয়েছে।’&lt;br /&gt;দীর্ঘদিন ধরে ঋণ ব্যবস্থাপনাসংক্রান্ত এ বিধানটি বলবৎ থাকলেও প্রয়োগের ব্যাপারে সব সময়ই নমনীয়তা দেখিয়ে এসেছে এসইসি। এমনকি এ বিধানটি প্রয়োগের ব্যাপারে সংস্থাটি একেক সময় একেক ব্যাখ্যা হাজির করেছে। কখনো তারা বলেছে, ঋণ বিতরণের ক্ষেত্রে বিধানটি প্রযোজ্য হবে, কখনো আবার বলেছে ঋণ ব্যবস্থাপনার ক্ষেত্রে। সর্বশেষ ঋণ ব্যবস্থাপনার ক্ষেত্রেই বিধানটি প্রয়োগের কথা বলা হয়েছিল। কিন্তু মার্চেন্ট ব্যাংক ও ব্রোকারেজ হাউসগুলো বিধানটি অনুসরণে আপত্তি জানায়। তাদের বক্তব্য ছিল, বিধানটি অনুসরণ করতে গেলে বাজার এক দিন কমলেই ঋণ সমন্বয়ের জন্য বাধ্যতামূলকভাবে শেয়ার বিক্রি করে দিতে হবে। এ পরিস্থিতিতে আবারও শিথিলতা প্রদর্শন করা হয়েছিল।&lt;br /&gt;এ ব্যাপারে আনোয়ারুল কবীর ভূঁইয়া বলেন, ‘সবই করা হয়েছে বাজারের অবস্থা ও বিনিয়োগকারীদের স্বার্থ বিবেচনায় নিয়ে।’ তিনি বলেন, মৌলভিত্তি ও নিজস্ব গতির পরিবর্তে বর্তমানে বাজার লাগামহীনভাবে বাড়ছে, যা নিয়ন্ত্রক সংস্থাসহ সংশ্লিষ্ট সব মহলকেই উদ্বেগের মধ্যে ফেলেছে। এ অবস্থায় বিনিয়োগকারীদের স্বার্থ রক্ষায় এসইসি বিধানটি কার্যকর করেছে।&lt;br /&gt;যোগাযোগ করা হলে নাম প্রকাশে অনিচ্ছুক একটি মার্চেন্ট ব্যাংকের প্রধান নির্বাহী প্রথম আলোকে বলেন, বর্তমানে যেসব কোম্পানির দাম বাড়ছে তার বেশির ভাগই ঋণের বাইরে রয়েছে। তাই এসইসির এ উদ্যোগ কতটুকু কার্যকর হবে তা নিয়ে সংশয় থেকেই যাচ্ছে। তিনি বলেন, ঋণপ্রবাহ কমাতে এসইসি যে সূত্র বেঁধে দিয়েছে তা বাস্তবসম্মত নয়। কারণ এ নিয়মে কোনো কোম্পানির শেয়ারের বিপরীতে ঋণ দেওয়ার পরের দিনই দাম কমে গেলে, শেয়ারটি বাধ্যতামূলক বিক্রির তালিকায় পড়ে যায়। তাই সম্প্রতি এসইসির পরামর্শক কমিটির সভায় মার্চেন্ট ব্যাংকগুলোর পক্ষ থেকে বিধানটি বাতিল করার দাবি জানানো হয়েছিল। এ ব্যাপারে এসইসিও ইতিবাচক আশ্বাস দিয়েছিল।&lt;br /&gt;হাবিবুর রহমান নামে একজন বিনিয়োগকারী বলেন, ‘আজকে (মঙ্গলবার) দাম বাড়ার শীর্ষ তালিকায় যেসব কোম্পানির নাম রয়েছে, তার প্রায় সবগুলো ঋণসুবিধার বাইরে রয়েছে। উল্টোদিকে যেসব কোম্পানিতে ঋণসুবিধা রয়েছে সেগুলোর বড় অংশই কমেছে। তার মানে ঋণসুবিধা কোনো সমস্যা নয়। বরং এ নিয়মের কারণে ঋণসুবিধার আওতায় তুলনামূলক ভালো মৌলভিত্তির কোম্পানির দাম কমবে। তাই এসইসির উচিত, ঋণসুবিধা না কমিয়ে দুর্বল ও স্বল্প মূলধনের কোম্পানির শেয়ার নিয়ে যে কারসাজি হচ্ছে, তা বন্ধ করা।’&lt;br /&gt;পুঁজিবাজারে তালিকাভুক্ত যেসব কোম্পানির বার্ষিক আয় অনুপাতে দাম (পিই) ৪০ গুণের বেশি, সেসব কোম্পানি ঋণসুবিধা পায় না। এ হিসাবে বর্তমানের প্রায় দুই-তৃতীয়াংশ শেয়ার ঋণসুবিধার বাইরে রয়েছে। তবে অভিযোগ রয়েছে, অনেক মার্চেন্ট ব্যাংক বা ব্রোকারেজ হাউস এ নিয়ম ভেঙে বিশেষ বিশেষ গ্রাহকদের ঋণসুবিধা দিচ্ছে।&lt;br /&gt;এ ব্যাপারে এসইসি বলছে, বিষয়টি তদন্ত করে দেখার উদ্যোগ নেওয়া হয়েছে। যারা এ ধরনের ঘটনার সঙ্গে জড়িত তাদের বিরুদ্ধে আইনগত ব্যবস্থা নেওয়া হবে।&lt;br /&gt;যোগাযোগ করা হলে ঢাকা বিশ্ববিদ্যালয়ের ফাইন্যান্স বিভাগের অধ্যাপক ও ডিএসইর সাবেক প্রধান নির্বাহী কর্মকর্তা সালাহউদ্দিন আহমেদ খান বলেন, বাজারের বর্তমান পরিস্থিতিতে ঋণের রাশ টেনে ধরার দরকার ছিল। তবে এতে বাজার যাতে বেশি পড়ে না যায়, এসইসিকে সেদিকেও খেয়াল রাখতে হবে। তিনি মনে করেন, ঋণসুবিধার ক্ষেত্রে এসইসির সুনির্দিষ্ট নীতিমালা থাকা দরকার। বাজার কোন অবস্থায় গেলে কী ধরনের ঋণসুবিধা পাওয়া যাবে, আগে থেকে জানা থাকলে বিনিয়োগকারীরা সেভাবেই প্রস্তুতি নিতে পারেন। তবে সবচেয়ে বড় কথা হলো, এ মুহূর্তে বাজারে নতুন শেয়ারের সরবরাহ বাড়ানো দরকার।&lt;br /&gt;সূত্রমতে, এসইসি কয়েক মাস ধরেই বাজারে তারল্যপ্রবাহ কমানোর চেষ্টা করে আসছে। আর এটা করতে গিয়ে তারা একেক সময় একেক ধরনের নীতি প্রণয়ন করছে। এতে কাজের কাজ তেমন কিছু না হলেও বাজারে অস্থিরতা বেড়েছে। এরই ধারাবাহিকতায় গত ২১ জুলাই বাজারের ঋণদাতা প্রতিষ্ঠানগুলোকে তাদের কোনো গ্রাহককে ১০ কোটি টাকার বেশি ঋণ না দেওয়ার নির্দেশ দিয়েছে সংস্থাটি। এতে প্রথম প্রথম দু-এক দিন বাজার নিয়ন্ত্রণে ছিল ঠিকই। শেষ পর্যন্ত তা আর ধরে রাখা সম্ভব হয়নি। কারণ বিনিয়োগকারীদের একটা অংশ কৌশল পাল্টে স্বল্প মূলধনের ও ঋণসুবিধা-বহির্ভূত শেয়ারের প্রতি বেশি ঝুঁকে পড়েছে। বেশির ভাগ ক্ষেত্রে নগদ টাকায় লেনদেন হওয়ায় এসইসিরও তেমন কিছু করার I believe it is essential though to have a daily/weekly/monthly outcome.What I mean by this is a written set of trading goals that spell outquite clearly how many points you wish to make or how much net profit you wish make. By having a written outcome you are more likely to have better focus and discipline in your trading day. Is it worth trading past your daily target? I know that trading can be really addictive, I belong to a live trading chat room where some members are there all day long, watching their trading platforms and often trading 8 or 9 trades a day..the result....early in the day they can have some excellent profits..I mean 200+points but then they slowly give their profits back to their broker! and end up wondering where all their profits went. By having a daily or weekly target that you stick to,means that you arestacking the odds more in your favour to be able to hold onto your profits. Trading is a numbers/percentage game, sometimes by trading less means overall you gain more profits. The other part of this equation is to have consistency in your trading. Yes you may have a great week but this does not mean that you now know it all. I would advise all new traders (or anyone trading a new strategy) to only trade using the minimum stake. Start lets do this for at least 2 months, if you are being consistant in your trading (not consistently losing!) then up your stake incrementally every 2 months, ensuring that you are still being consistant.WHY? Well many traders who lack some experience do find, the excitement and thrill to potentially gain huge profits is too much and up their stake after 2 weeks of successful trading ..oh dear...Not only is this not a long enough time to see if your strategy is working, and you have all the correct criteria in place to be successfull but you are also forgetting that emotion plays a huge part of the trading experience. If you have been trading at £1 a point and things are going well- great, incrementally start to increase this (£2, £4, £6). This will get your brains and emotions gearing up in the right direction too. By not doing this what happens? Well if you jump from £1 to £10 just think how you are going to feel as your trade has a pull back by 10 points which means you are now £100 down! it is a totally different reaction to £10 down. By ensuring that you have traded consistently -meaning you have beenmaking x amount of points over,say, a 2 month period, you will have more confidence that your strategy is working. That you can make those points, therefore if you are trading at £10 per point you know with confidence that your trade will reverse or if it is a losing trade, that it is just one of those losing trades in the % of trades that lose. No panic, no sick feeling, no closing the trade early because you can't bear to watch your money fly away. Just consistant professional trading. So your tasks : A) Set a trading goal, how many points do you want to make each day, each week, each month. Write it down ..stick to it ..once you have made your points LOG OFF. You do not have to sit and watch your screen all day, find a different hobby. If you have to ..then shut down your broker and just watch the chart patterns ..... do not be tempted! Remember why are you trading ..to make a profit or to make the brokereven richer? B) Write down a plan of how much you are going to trade per point. What you have to achieve before you increase the stake ( Such as 20net points consistantly per day. When you are going to increase the stake and by how much, How often I know these steps seem really easy in theory but you will be amazed how effective they will be to your trading discipline and profits. Where everyday is going to be changed and research work is finding its momentous shape, we should not heed at least at others gossip.&lt;br /&gt;Anyway, DSE Gen Index is strengthening day by day by the blessing of new IPOs which is very much needed for an infant stock market. Volume is increasing day by day and it is the first reason why market is not making correction going down. Hence market will make correction by sliding and it is the normal behavior of a good stock market. Money injecting by new IPOs is other reason for RSI over bought. Market will make other boom probably that is clearly seen by the squeeze of Bollinger Band. After 10 to 15 days market will make a big movement that is found by its technical analysis. One thing is clearly visible that some sectors along with technology sectors have already made a big movement. In the mean time some stock again made correction going down. As DSE Gen broke the last resistance and sliding so it will find other resistance, and it may be at 3600. we find that MACD is making crossover but making less gape that shows positive sign. In this case market a few days will be moving up very slowly as correction. After this correction we will find a big advance.&lt;br /&gt;I strongly recommend investors not to buy Z categories stocks, and even some hot stock like Padma Cement. But I upgraded some companies like Bextex, Beximco, Daffodil, Intech, Agnisystem, Bd Com along with some other B categories stocks. I upgraded Heidalberg Cement for short term period as hot stock and rated as BUY besides Bextex and Aims 1st. Along with them all are for the short term period. For long term one should not make advance rather time will indicate them. (MYL) announced that its Indian subsidiary, Matrix Laboratories, received tentative approval from the US Food and Drug Administration (FDA) under the President's Emergency Plan for AIDS Relief (PEPFAR) for its generic version of a fixed-dose combination of Efavirenz, Emtricitabine, Tenofovir Disoproxil Fumarate tablets in 600 mg/200mg/300 mg dosage strengths.&lt;br /&gt;&lt;br /&gt;The decision is in response to an Abbreviated New Drug Application filed by the Indian subsidiary. The tentative approval under PEPFAR is indicative of the fact that the product satisfies all the manufacturing quality, safety and efficacy standards laid down by the agency.&lt;br /&gt;&lt;br /&gt;The Efavirenz, Emtricitabine and Tenofovir Disoproxil Fumarate combination is the generic version of Gilead Sciences’ (GILD) Atripla tablets used for the treatment of HIV-1 infection in adults. It combines three anti-AIDS medicines into a single, daily dose for either first- or second-line treatment and is one of the best-selling AIDS products in developed countries.&lt;br /&gt;&lt;br /&gt;The combination of the three anti-AIDS drugs into a single daily dose is not only patient friendly but also cost effective. Existing patents prevent the marketing of the generic product in the U.S. However, the Atripla generic can be purchased in many developing countries outside the U.S.&lt;br /&gt;&lt;br /&gt;This tentative nod by regulators strengthens the efforts of Mylan and Matrix to provide increased access to life-saving, affordable AIDS treatments in developing countries. Every year since its born it is loosing its health ofcourse money strenth giving loss and loss in Earnings. But it is surprising utterly that in last earnings it showed much streangth reducing loss. Moreover it gave dividend that people could not even think. i found some investors made panic saying sell the company because every year it does same. Anyway i found hope technically before earnings and this is why i suggested. i can say with sad that there is very little chance for BD companies to know fundamentally as they are not net based trades. I believe it is essential though to have a daily/weekly/monthly outcome.What I mean by this is a written set of trading goals that spell outquite clearly how many points you wish to make or how much net profityou wish make. By having a written outcome you are more likely to have better focus and discipline in your trading day.Is it worth trading past your daily target?I know that trading can be really addictive, I belong to a live trading chat room where some members are there all day long, watching their trading platforms and often trading 8 or 9 trades a day..the result....early in the day they can have some excellent profits..I mean 200+points but then they slowly give their profits back to their broker!and end up wondering where all their profits went.By having a daily or weekly target that you stick to,means that you arestacking the odds more in your favour to be able to hold onto yourprofits. Trading is a numbers/percentage game, sometimes bytrading less means overall you gain more profitsThe other part of this equation is to have consistency in your trading. Yes you may have a great week but this does not mean thatyou now know it all.I would advise all new traders (or anyone trading a new strategy)to only trade using the minimum stake. Start lowDo this for at least 2 months, if you are being consistant in your trading (not consistently losing!!) then up your stake incrementallyevery 2 months, ensuring that you are still being consistant.WHY?Well many traders who lack some experience do find,the excitement and thrill to potentially gain huge profits is too much and up their stake after 2 weeks of successful trading ..oh dear...Not only is this not a long enough time to see if your strategy isworking, and you have all the correct criteria in place to be successfulbut you are also forgetting that emotion plays a huge part of the trading experience.If you have been trading at £1 a point and things are going well- great ..incrementally start to increase this (£2, £4, £6)This will get your brains and emotions gearing up in the right direction too. By not doing this what happens?Well if you jump from £1 to £10 just think how you are going to feelas your trade has a pull back by 10 points which means you are now£100 down! it is a totally different reaction to £10 down.By ensuring that you have traded consistently -meaning you have beenmaking x amount of points over,say, a 2 month period, you willhave more confidence that your strategy is working. That you can make those points, therefore if you are trading at £10 per point youknow with confidence that your trade will reverse or if it is a losing trade, that it is just one of those losing trades in the % of tradesthat lose. No panic, no sick feeling, no closing the trade early because you can't bear to watch your money fly away. Just consistantprofessional tradingSO Your tasks :-A) Set a trading goal ..how many points do you want to make Each dayEach weekEach MonthWrite it down ..stick to it ..once you have made your points LOG OFFYou do not have to sit and watch your screen all day ..find a different hobby. Financial stocks steered the overall market for the third straight day after Morgan Stanley and credit card issuer Capital One Financial Corp. posted lackluster quarterly reports.&lt;br /&gt;Investors have been worried about rising levels of souring debt on bank balance sheets. A late-session drop in banks left Wall Street's major benchmarks mixed.&lt;br /&gt;The Dow Jones industrial average fell 83 points, while the technology-heavy Nasdaq composite index ended modestly higher ahead of a quarterly report from eBay Inc. and following earnings from Yahoo Inc.&lt;br /&gt;Banks had tumbled on Monday after Bank of America warned of further loan losses, only to jump back on Tuesday after Treasury Secretary Timothy Geithner told Congress that most banks were well-capitalized.&lt;br /&gt;The jumpy trading in financial shares came just as major companies report first-quarter earnings. Results from AT&amp;amp;T, Boeing and McDonald's contained glimmers of hope about consumer spending and the economy in general.&lt;br /&gt;"We're starting to see a little light at the end of the tunnel," said Frank Ingarra, co-portfolio manager at Hennessy Funds. (BAC) and Wells Fargo &amp;amp; Co. (WFC), according to Thomson Reuters. The composite first-quarter earnings for companies in the Standard &amp;amp; Poor's 500 Index are expected to drop 35%, compared with a forecast decline of 37% last week.&lt;br /&gt;Declines are expected in nine of the 10 sectors in the S&amp;amp;P 500 Index from a year earlier, compared with all 10 sectors seeing lower earnings last week. &lt;strong&gt;&lt;span style="color:#000099;"&gt;The health-care sector now is likely to break even overall. &lt;/span&gt;&lt;/strong&gt;Still, nine is the highest number of sectors with lower earnings since Thomson Reuters began tracking sector growth rates in 1998.&lt;br /&gt;The consumer discretionary sector, which includes auto makers, is the only sector projecting a loss, while materials, which includes chemicals, expects a 80% decline and energy a 61% drop.&lt;br /&gt;Next week, five of the 30 components of the Dow Jones Industrial Average and nearly a third of the S&amp;amp;P 500 are scheduled to post results.&lt;br /&gt;Through Friday, 177 companies in the S&amp;amp;P 500 have reported, with 61% posting results above analyst expectations, 11% in line and 28% below estimates. In a typical quarter, 61% beat estimates, 19% match and 20% miss estimates. Excluding one-time gains, Mylan said its profit was $105.4 million, or 23 cents per share still much larger than analysts expected. Revenue more than tripled to $1.66 billion from $477.1 million a year ago. Most of that gain came from the Merck KGaA generic business, which Mylan bought in October 2007. Mylan gained $687.2 million in revenue from the Merck KGaA generic unit, which gave the company entry into the markets of Europe, the Middle East, Africa, and the Asia-Pacific region. It recognized $455 million in deferred revenue from the Bystolic sale.&lt;br /&gt;&lt;br /&gt;Analysts Expectation:&lt;br /&gt;Analysts expected a profit of 11 cents per share on $1.15 billion in revenue, according to Thomson Reuters. Those estimates typically exclude one-time items.&lt;br /&gt;&lt;br /&gt;Full Year Outlook: Raised&lt;br /&gt;The generic drug maker boosted its outlook for 2008, in part based on strong sales of its fentanyl pain product. Analysts expected a profit of $3.95 per share on $20.55 billion in revenue. Revenue climbed 6.3%, to $15.9 billion from $14.97 billion. Quarterly sales rose 6.4% to $15.92 billion, somewhat higher than the Reuters Estimates forecast of $15.71 billion. Sales of consumer products, which range from Band-Aids to Listerine mouthwash, rose 13.1% to $4.1 billion. Medical device sales rose 8.8% to $5.71 billion, although sales of the company's Cypher drug-coated stent fell more than 20% to $289 million due to competition. Shares of Schering-Plough fell 8.5 percent in early trading.The U.S. Food and Drug Administration issued a "not-approvable" letter for the injectable medicine, also known as sugammadex. The agency cited concerns primarily related to "hypersensitivity/allergic reactions" to the product but raised no concerns about its effectiveness, the company said.Schering-Plough did not describe the allergic reactions. In other drugs used to reverse anesthesia, they can range from decreases in blood pressure to increases in heart rate.It was considered one of the most important products from Schering-Plough's $14.5 billion purchase last November of Organon Biosciences. Some analysts estimated it could generate annual sales of up to $1 billion if approved in the United States."We are surprised and disappointed with this action, especially given that sugammadex received a unanimous recommendation for approval by the FDA Advisory Committee on Anesthetics and Life Support in March of this year," Thomas Koestler, Schering-Plough's research chief, said in a statement.The company said it will continue to press for U.S. approval of the drug and is attempting to address safety issues with the FDA.Bridion was approved by the European Commission on Tuesday, following a favorable recommendation last month by its own advisory panel."I am profoundly disappointed because I thought this drug would dramatically improve patient care and safety," said Dr. Ronald Miller, chairman of anesthesia at the University of California, San Francisco, who is a consultant for Schering-Plough."As an anesthesiologist for over 30 years, I thought the allergic reactions, if due to sugammadex, were very mild and not as serious as drugs we currently use, including neostigmine and succinylcholine," Miller said.Deutsche Bank (nyse: DB - news - people ) analyst Barbara Ryan called the Bridion rejection "a very big surprise." She said the FDA appears to have become overly timid following harsh media and congressional criticism of its approval of other drugs later deemed dangerous, including Merck (nyse: MRK - news - people ) &amp;amp; Co's withdrawn Vioxx arthritis drug."It looks like the FDA is in a bunker-down mode, with Congress all over them," Ryan said. "They're taking an extraordinarily cautious approach."Bridion's ability to quickly reduce residual paralysis would make recovery rooms safer -- by more quickly freeing patients from breathing tubes and their inherent potential of causing harm from undetected loss of oxygen, Miller said."And because sugammadex can completely reverse a profound paralysis, it would have allowed more ideal surgical procedures," Miller said.Schering-Plough has been counting on Bridion and other products from the Organon deal to help ensure competitive future earnings growth. The earnings outlook for Schering-Plough has worsened this year, following negative findings for its Vytorin cholesterol fighter in two clinical trials that have hurt sales of the blockbuster product, which is sold in partnership with Merck.Bridion was approved in Europe for reversal of neuromuscular block, or temporary paralysis, induced by the widely used muscle relaxants rocuronium and vecuronium.It was shown in trials to reverse effects of neuromuscular blockade within minutes -- nine to 12 times faster than the standard reversal agent, neostigmine.Neuromuscular blockade is used by anesthesiologists to cause paralysis during surgical procedures, particularly of the abdomen, chest and brain. But patients require breathing tubes until the drugs wear off or are reversed.Edward Jones analyst Linda Bannister said it is unclear whether the FDA will require a special safety trial for Bridion, and how long it would take.In the meantime, despite the rejection of the product, she said Schering-Plough is still poised to have average annual earnings growth of 10 percent over the next five years, assuming that its other important experimental drugs are approved.Unlike rival drugmakers, she said Schering-Plough is not facing the threat of generic competition in coming years for its big products.Company shares fell to $19.25, from a closing price $21.08 on Thursday on the New York Stock Exchange. In a press notice DSE and CSE said that there is no scope to declare any dividend by any Fund Company as there is no such evidence in international market. The respiratory deal was set up in 2000 specifically to develop and sell the combination pill.&lt;br /&gt;&lt;br /&gt;As a result SGP expects to receive $105 million from Merck, to be recognised over the remaining three quarters of 2008. The companies also noted that the actions had no impact on their cholesterol joint venture, through which they market the controversial drug Vytorin, a combination of Zetia (ezetimibe) and Zocor.&lt;br /&gt;&lt;br /&gt;And in other news that seems good that Merck announced the results of its new study in which its investigational candidate, odanacatib, reduced measures of bone turnover in women with breast cancer that has spread to the bones which were presented at the International Meeting on Cancer Induced Bone Disease.&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;Analyst Shah downgraded the stock and made his target price $ 34. The top issues facing drug makers include a more cautious Food and Drug Administration and a wave of patent expirations on blockbuster drugs over the next few years. Merck is in top pick, as shares should rise as the company builds sales of its diabetes treatment Januvia and its human papillomavirus vaccine Gardasil, along with restructuring efforts that are lowering its costs. Schering-Plough's buyout of Organon Biosciences by $14.5 billion deal that closed in November should allow the company to significantly improve its profit margins. These two companies are also the most protected from a new "patent cliff" under a period where a large number of valuable drugs go off-patent between 2010 and 2012, &lt;br /&gt;&lt;br /&gt;JPMorgan gave "Neutral" ratings to Bristol-Myers Squibb Co. and Pfizer Inc. because some of their most important drugs will lose patent protection over the next few years.
